crt: Add Di* functions to lib32 and lib64 newdev.def

newdev.h declares DiInstallDevice, DiInstallDriverA/W, DiRollbackDriver,
DiShowUpdateDevice (all Vista+) and DiUninstallDevice (Win7+), but the
lib32 and lib64 import libraries do not export them, so any program
calling them fails to link with "undefined reference". The lib64 def
file was generated in 2007 from a pre-Vista newdev.dll, and the lib32
one only ever contained UpdateDriverForPlugAndPlayDevices{A,W}.

libarm32/newdev.def, generated from the Windows RT 8.1 DLL, already
lists all of these functions.
