crt: Mark __guard_dispatch_icall_dummy as global

In LLVM LTO builds with cfguard enabled, the non-extern
__guard_dispatch_icall_dummy can't pose as replacement for the
undefined symbol reference to an extern __guard_dispatch_icall_dummy.
